The United States restricts the export of two frontier models, then lifts the restriction

The episode was short, but the consequences reach further. Export controls were designed for physical goods and for chips. Applying them to a model turns access to software into a bargaining tool between trading partners.

The reason, according to Anthropic: the government had learned of a report in which Amazon researchers got around the safeguards of Fable 5. The model identified software vulnerabilities and in one case wrote code showing how to exploit one. Anthropic built new safeguards and reviewed the report with the government, including its Center for AI Standards and Innovation. On 26 June Mythos 5 went back to a group of about 100 vetted American organisations. On 30 June commerce secretary Howard Lutnick withdrew the controls, with the warning that he could reimpose them.

Of all the items in the dossier, this one affects European users most directly.

If the most capable models stay concentrated in a handful of American and Chinese labs, then who may use which model becomes a matter of foreign policy, and no longer of purchasing. For now, Europe has no model of its own at this level, and no say in those decisions.

I have not seen the letters from the Department of Commerce themselves, only Anthropic's account and press reports that quote them. Mythos 5 is still only available to selected organisations.
